550/380 Gauges: Can someone explain this ?

Heres something to consider, on the bracket the lower cup shaped rubbers with the spigots keep the gauge stable from dropping down, when you add the gauge with the bulb holders and bolt it down, it sort of rubber mounts it in both the upper and lower sections from moving.
Its possible those upper holes in the bracket at one time held a rubber similar to the lower cup shaped one with the spigots, hence the use for a hole there, but the rubbers would obviously be thinner, and the bulb holders were in another position on the gauges.
Naturally this situation would be for another model of bike with different gauges but using that same bracket, and not for the 380 or 550 gauges.
Two strokes, its just that simple.
