should the t500 petcock shut fuel flow when not running?

When my fuel line is disconnected from the carbs fuel keeps flowing.

I have a spare but would rather not use it yet.

Yes it should stop. It should only run when in 'Pri' - or prime position.
'On' and 'Res' should be controlled by the diaphragm which operated on pulses from the engine. Change it NOW before one of the carb floats leaks and allows fuel to get into the engine and cause a possible hydraulic lock damaging it.

+1 to this - either replace or repair it as it gets really expensive in a hurry otherwise.
