Then that eliminates the bulbs and the flashers (when you have them installed in the T250).
Time to check the battery voltage and the connections (including the bulb sockets).

I ruled out the sockets by installing a set of new aftermarket signals I had on the shelf which also have 23 watt bulbs. Still no flash. Has to be the battery or something related to it.

I hooked up my shop charger to the T250's battery. The gauge indicated that the battery was almost fully charged. I put it on 2 amp charge. I then put the left turn signal on. both front and rear lit up as usual. I then put it on 12 amp and I got a faint flicker/wink from the signals. I immediately put it back on 2 amp as I did not wish to cook the battery. I am figuring it is the battery or something in the turn signal wiring. Could it be something to do with grounding?

Do the right turn signals work correctly?
If so, switch the turn signal wiring (without removing them) so that when you ove the switch to "R", the left signals flash.
If the LH works correctly & the RH now doesn't, then this points to a wiring &/or switch issue.

Neither side work, but when I play with the wiring harness I can get them to go bright, dim and blink a little. Something is amiss between the battery and the signals.

You might be able to narrow down where the problem is by using a multimeter.
With the turn signal on but not working properly, look for a big voltage drop in the turn signal wiring.
