Looks like the entire road crew is actually working. That's definitely not Pennsylvania.
BAS (Bike Acquisition Syndrome) - too many bikes but have room for more

Actually it's not the city. Tri-Star construction - contracted by the city. 99% Mexican and those guys work. The guy with the trowel has no knee pads. OUCH!
