Could be a number of things including:
Partially blocked slow (pilot) jets
Damaged diaphragm in one carb
Air leak in one or more intake boots
Badly adjusted slow air/fuel screw
I'd start there
73 engine into 74 buffalo

The carbs were working on the old engine and diaphragms held vacuum...
Intake boots are supple and clamps are tight....
Guess I better check the slow air/fuel screw....
